We are using 2 * 8 Bit  latches with 3 state outputs, first step is by enabling the first latch  and feeding the 8 bit data and holding it in the output in second condition we will disable the first latch and enable the second latch and again feed the 8 bit data and hold it. Thus in the output we get 16 bit output all together.  Of course it requires CPU or MPU to work out the process.
